Moody's Investors Service has upgraded Lancaster County School District 160 (Norris), NE's outstanding general obligation unlimited tax (GOULT) debt to Aa2 from Aa3. The rating affects $18 million in rated debt.

RATINGS RATIONALE
The upgrade to Aa2 reflects the district's trend of positive reserve growth, a moderately-sized, growing tax base south of Lincoln with above average socioeconomic characteristics, average pension burden and moderate debt burden. 

LEGAL SECURITY
The bonds are secured by the district's pledge and authority to levy a property tax without limitation as to rate or amount to pay debt service.

PROFILE
The Norris School District encompasses 220 square miles primarily in Lancaster County. The district provides pre-kindergarten through twelfth grade education for over 2,400 students in a community of approximately 9,500 residents.
