NORRIS HIGH SCHOOL STUDENT COUNCIL CONSTITUTION

Article I

Sec. I. The name of this organization shall be known as the Norris High School Student Council.

Article II

Sec. I. The purpose of this organization shall be as follows:

    1. To provide a means by which the principles of democracy and good
    2. citizenship may be learned and practiced.
    3. To promote the general welfare of the student body and the school.
    4. To join together the student body and the administration and serve as one
    5. voice.
    6. To provide opportunities for members and students to serve the

      community of the district through public service.

Article III

Sec. I. Membership

  • The Student Council shall be comprised of a President, Vice-President, and representatives from each class. Four percent of the total number ofstudents in each grade, rounded up, shall represent each class. Out of these representatives a Secretary/Treasurer shall be chosen.

Sec. II. Term of Office

  • All members shall hold office for one year beginning with the first meeting of the newly elected Student Council which will be the lastmeeting of the school year in which they are elected.

Article IV

Sec. I. Duties of the Student Council

    1. To maintain good student administration relations.
    2. To orientate new students.
    1. The guidance counselor or office personnel will request that a Student Council member show the new student to his/her classes and around the school
    1. To promote good relations between Norris and other schools.
    2. To evaluate itself and determine its value.
    3. To check from time to time over the constitution and make necessary
    4. changes, if any.
    5. Raise the flag at all home football games.
    6. Do community services and school beautification projects.

Article V

Sec. I. Election of President and Vice-President

    1. Offices of the President and Vice-President shall be filled separately, by
    2. one vote per person for the President and Vice-President at the end of the school year in a general election of the student body, grades 9-11.
    3. Any student interested in becoming President or Vice-President of the
    4. Student Council for the following year must submit his/her name by means of a filling sheet, to one of the officers of the Student Council, by the Friday before the election.
    5. Any student running for President or Vice-President must have at least one
    6. year of experience on the Student Council and must attend a NASC Workshop.
    7. Candidates must write a brief paragraph explaining why they want to be on the Student Council, what they want to accomplish, etc. These shall be copied and posted for voters to see prior to the election.

Sec II. Election of Members

    1. Each class, grades 8-11, will have enough representatives to comprise four
    2. percent of the total number of students within their grade to represent them for the following year. The voting procedure shall be the same as for the President and Vice-President.
    3. Any student interested in becoming a representative must submit a
    4. paragraph as described in Article V, Section I-D, to an officer.
    5. There will be no organized campaigning.
    6. Voting shall occur during a specified time.
    7. Senior Student Council members and/or sponsors shall hand out election ballots.
    8. Students may only vote for the candidates from their own class.
    9. Ballots should be counted by graduating seniors and/or sponsors.
    10. Members must letter the previous year to be eligible for re-election.

Article VI

Sec I. Internal Discipline

    1. If there comes to be a formal complaint made against any member of the Student Council, a disciplinary committee will review the complaint. At the next meeting, they will make a recommendation to the council as to whether or not the aforementioned member should remain on Student Council or be asked to resign.
    1. A formal complaint shall be a written letter addressed to the
    2. council as a whole, by any member of the student body, including a Student Council member, teacher, faculty member, administrator, or a parent.
    3. The committee shall consist of one Student Council member from each class, with the four members being appointed by the President.
    1. Once the recommendation has been made; the Student Council shall then be required to vote, by secret ballot, as to whether or not the member shall be asked to resign.
    1. If the ballot results indicate that two thirds of the council fee he/she
    2. should resign, then the President shall speak with the member, telling him/her the council’s feelings.
    3. If the aforementioned member does not resign by the next meeting,
    4. the council shall at their next meeting, vote by secret ballot on whether or not to discharge the member from Student Council.
    5. At anytime that a member is under disciplinary investigation,
    6. resulting in debate or voting, the member shall be asked to not attend meetings.
    7. If the aforementioned member is the President, then the Vice-President shall assume all presidential duties assigned in Article VIII, section I.
    1. If a member resigns or is discharged from the Norris High School Student Council, he/she shall be replaced according to Article III, Sections I & II and Article VII, Section II.

Article VII

Sec I. Replacement of an Officer

    1. President
    2. The Vice-President will replace the President.

    3. Vice-President
    4. Re-elect a Vice-President from within the council.

    5. Secretary/Treasurer

Re-elect a Secretary from within the council.

Sec II. Replacement of a Representative

    1. Representatives will be replaced as in Article V, Section III, except:
    1. Only the representative’s own class is eligible to take part in the
    2. election.
    3. Only the number of vacant spots of representatives will determine the number of new representatives to be elected.
    1. New members will be welcomed to the council by some means.

Article VIII

Sec I. Duties of the President

    1. To guide the Student Council in identifying and accomplishing its aims
    2. and objectives.
    3. To plan an agenda for all meetings and make it available.
    4. To be the official spokesperson of the Student Council.
    5. To confer regularly with the Student Council sponsor.
    6. To be held responsible for the progress of the Student Council.
    7. Preside at all meetings of the Student Council.
    8. Call special meetings of the Student Council.
    9. Represent the students at administrative council meetings when deemed necessary.
    10. Represent the students at Board of Education meetings.

Sec II. Duties of the Vice-President

    1. Perform an duties assigned him/her by the President.
    2. Assume duties of the President in absence of the President.
    3. Supply members with an up-to-date constitution.
    4. In charge of all committees.
    5. Monitor weekly duties.
    6. Represent the student body at school meetings as requested by the President.
    7. Determine whether a committee is large or small for lettering purposes.
    8. Assume the position of public relations director.

Sec III. Duties of the Secretary/Treasurer

    1. Take minutes of all Student Council meetings.
    2. Take and record attendance at all meetings.
    3. Record points earned by members for lettering purposes.
    4. Maintain a file for future reference.
    5. Send out proper notice for all special Student Council meetings.
    6. Work with committees.
    7. Keep records of all financial transactions.
    8. Supervise any money transactions sponsored by student council (Fundraisers, dances, etc.)
    9. Send out thank you letters to people or organizations.

Sec IV. Duties of the Members

    1. Members, on their assigned weeks, shall fill the pop machines as
    2. necessary, and dispose of pop cans.
    3. Each member shall do the work assigned to him or her at the time assigned
    4. by the President.
    5. Volunteer and participate in meetings and committees.
    6. Interact with students.
    7. Share opinion and ideas.
    8. Make motions.

Article IX

Sec. I. Voting

    1. Any necessary voting at Student Council meetings will be made only by
    2. the voting members that are present.
    3. Voting that will amend the constitution will be conducted, as in (A) and
    4. for the amendment to be passed there must be a two thirds-majority approval.
    5. Voting on various motions made in the meeting will be conducted, as in
    1. and for the motion to be accepted there must be a simple majority approval
    1. The Vice-President and all voting representatives each receive one vote on any matter up for a vote. If there is a tie, the President will decide the outcome.

Sec II. Meetings

    1. Meetings will be held as scheduled at beginning of year.
    1. Members are excused from a meeting if they are absent from school, attending a special activity, or have prier approval by the sponsor ahead of time.

Article X

Sec I. This constitution shall be ratified by a quorum vote of the Student Council.

Sec II. This constitution shall be effective immediately after ratification by theStudent Council.

Sec III. This constitution may be amended by a quorum vote of the Student Council.

Sec IV. Any member may bring an amendment to this constitution before the Student Council.
