Determining Eligibility for Early Childhood Special Education Services

If you have concerns about your child's development, the Norris preschool staff is available to help.  The first step is to make a referral.  From there, preschool staff will determine if your child is eligible for services.  This process is described below.

Referral

From parents, a child's doctor, or hospital (NICU)

For children ages 3-5, make referrals to Jennie James at Norris Elementary

Intake

Discussion of concerns about child's development

Discussion of child's developmental history

Parents give signed permission for an evaluation of their child

Evaluation

    Can consist of:

Parent interviews

Formal testing

Observations of your child

Information from other sources (doctor, hospital, audiologist, etc.)

Multidisciplinary Team Meeting (MDT)

Parents and school staff meet to discuss results of evaluation.

Team determines if child is eligible for services.

Individual Education Plan (IEP) or Individual Family Service Plan (IFSP) meeting

If a child qualifies for services, an IEP or IFSP is written that describes the child's individual strengths, areas of need, and the type of services he/she will receive.

IEP's are written for children ages 3-5.

IFSP's are written for children ages birth to 3.

Parents are involved in the writing of both IEP's and IFSP's.

Services

For children ages birth to 3, services are typically provided in the child's home or daycare.

For children ages 3-5, services can be provided in the Norris Preschool, in the child's home or daycare, or other settings where the child spends time.
