We, the members of the Norris Music Boosters, in order to promote local interest in Norris Music, do hereby establish this constitution.
ARTICLE I: NAME
This organization shall be known as the Norris Music Boosters.
ARTICLE II: OBJECTIVES AND POLICIES
Section 1. The objectives of this organization shall be:
a. to stimulate and sustain interest among both parents and students in music.
b. to support the music instructor(s) and music department(s) when the need arises.
c. to assist the music instructor(s) when needed.
Section 2. The policies of this organization shall be:
a. to provide financial aid for music activities at the discretion of the Music Boosters.
b. to increase local interest in the music department(s).
ARTICLE III: MEMBERSHIPS
Membership shall consist of:
a. Parents of Choir and Band students who attend elective courses, grades 6 through 12 at Norris.
b. Music teachers who teach in the Norris School system.
ARTICLE IV: OFFICERS
Section 1. Officers
a. The elected officers of this organization shall be President, Vice-President, Secretary, and Treasurer.
b. The elected officers shall constitute the Executive Committee.
c. Committee chairpersons are appointed by the President as needed.
Section 2. Election of Officers
a. In March, a Nominating Committee of two members in good standing shall be appointed by the Executive Committee. This committee shall present a slate of candidates to the Music Boosters meeting in April, at which time the election shall be held.
b. Nominations may be made from the floor providing the candidate has been consulted and is willing to serve.
c. A candidate shall be elected when he/she receives the majority of votes cast.
d. When a vacancy occurs during the school year, the Executive Committee shall appoint a replacement.
e. The Officers shall assume duties on June 1st.
Section 3. Duties of Officers
a. The President shall:
(i) preside at all meetings.
(ii) be the ex-officio member of all committees except the Nominating Committee.
(iii) appoint all committee members.
(iv) perform such duties pertaining to the Office of President.
b. The Vice-president shall:
(i) make available the Constitution at the first meeting of each school year.
(ii) assume the duties of the President in his/her absence.
(iii) assist the President when the need arises.
c. The Secretary shall:
(i) keep a careful and accurate record of the proceedings of Music Boosters meetings.
(ii) make available a copy of the minutes to the Executive Committee members.
(iii) preserve minutes and correspondence, furnishing extracts from them when required.
d. The Treasurer shall:
(i) keep a proper account of all invoices, receipts, and disbursements in a record book.
(ii) present the above record book along with deposit slips, check records, bank statements and cancelled checks to the Auditor as requested.
(iii) present a budget for the following school year at the April meeting.
(iv) disburse all moneys of the organization.
(v) present Financial Statements to the monthly meetings.
ARTICLE V: MEETINGS
Section 1. Stated meetings
Stated meetings shall be held once a month.
Section 2. Special meetings
At the discretion of the Music Boosters Executive Committee, a special meeting shall be called when it is apparent that a specific issue needs to be discussed in full by as many members as possible. Only such business shall be transacted as has been stated in the notice calling the meeting.
Section 3. Procedural Rules
The rules of order of the Music Boosters shall be those set forth in the most recent edition of the Robert's Rules of Order.
ARTICLE VI: FINANCING
Section 1. Financing
a. The organization shall be self-sustaining.
b. Revenue shall be derived from contributions and such other projects and activities that the Music Boosters shall sponsor.
Section 2. Budget
a. A budget for the following school year shall be approved by the Music Boosters at the April meeting.
b. The fiscal year shall begin on June 1st and end on May 31st.
Section 3. Audit
a. The funds of the Music Boosters shall be audited at the request of any member of the group.
b. The Executive committee shall appoint an auditor when requested.
Section 4. Dispersion of Funds
a. Funds of the Music Boosters shall be dispersed at the discretion of the majority of members present.
b. Checks shall be signed by the Treasurer or President.
Section 5. Music Scholarship Fund
The Music Boosters shall provide two music scholarships, one vocal and one instrumental for use by two graduating seniors from Norris High School, the amount being specified in the annual budget. The prerequisite for the scholarship shall be active participation in the study of music during high school, and the intent of the student to study at an accredited two-year or four-year college or university and complete a college-level music course in their first year. The student shall be required to apply for the scholarship by April 1. Selection of the recipient shall be at the discretion of an impartial committee appointed by the Music Boosters Executive Committee. The scholarship shall be administered through the school Counselor's Office.
ARTICLE VII: AMENDMENTS
This constitution may be amended at any regular meeting by a majority vote.
